MAPS Statement Following Budget Vote

MANCHESTER, NH — The Manchester Association of Police Supervisors (MAPS) appreciates the Board of Mayor and Aldermen's decision tonight to approve a budget that provides a path toward addressing critical public safety staffing challenges facing the Manchester Police Department.


We recognize that this was a difficult fiscal decision and appreciate the leadership demonstrated by city officials in acknowledging the long-term importance of recruitment, retention, and public safety.


Manchester police supervisors lead the busiest police department in New Hampshire, overseeing nearly 100,000 calls for service annually and managing some of the most complex public safety challenges in the state. Maintaining a strong police department capable of meeting those demands requires the ability to attract qualified candidates and retain experienced officers and supervisors. Recent staffing trends have demonstrated just how important those challenges have become.


For several years, MAPS has raised concerns regarding recruitment and retention, including the growing compensation gap between Manchester and neighboring law enforcement agencies. The City's own compensation study highlighted those concerns, which have increasingly affected Manchester's ability to compete for experienced public safety professionals.


Tonight's vote does not solve those challenges overnight. However, it represents an important step toward ensuring Manchester remains competitive in an increasingly difficult hiring environment.


Experienced supervisors play a critical role in public safety. They lead officers during critical incidents, mentor the next generation of police leaders, oversee investigations, ensure accountability, and help maintain the professional standards that Manchester residents expect and deserve.


Investing in recruitment and retention is ultimately an investment in public safety. A strong and well-led police department is essential to maintaining the quality of life, responsiveness, and community safety that residents rely on every day.


MAPS remains committed to working collaboratively with city leadership and the administration to reach a fair agreement that supports recruitment, strengthens retention, and positions the Manchester Police Department for long-term success.

While challenges remain, MAPS is encouraged by tonight's action and looks forward to continuing productive negotiations focused on supporting the dedicated men and women who serve Manchester while ensuring residents continue to receive the high-quality police services they expect and deserve.
