Public Safety Issues
The challenges, priorities, and leadership needs shaping public safety in Manchester.
Supporting the Resources and Leadership Needed to Protect Our Community
Public safety in Manchester depends on having the right people, the right leadership, and the right resources in place. The Manchester Association of Police Supervisors represents the sergeants and lieutenants responsible for overseeing police operations across the city every day.
Through their leadership in the field, our members see firsthand the challenges affecting public safety and the issues that impact the ability of officers to serve the community effectively.
MAPS is committed to supporting policies and resources that strengthen public safety, support police leadership, and ensure Manchester remains a safe place to live, work, and visit.

Recruitment and Retention
Ensuring Manchester Can Attract and Keep Experienced Officers and Leaders
One of the most significant public safety challenges facing Manchester today is recruiting and retaining qualified police officers and experienced supervisors.
Manchester Police Department is authorized for a specific number of sworn officers, but like many departments across the country, recruitment has become increasingly competitive. Many agencies across New England are offering higher compensation and incentives, making it difficult for Manchester to attract and retain the experienced personnel needed to maintain a strong police force.
Staffing shortages impact public safety in several ways:
-
Fewer officers available to respond to calls for service
-
Increased workload and stress on current officers
-
Reduced ability to proactively address crime and quality-of-life issues
-
Loss of institutional knowledge and leadership experience
Just as important as recruiting new officers is retaining experienced supervisors. Sergeants and lieutenants provide the leadership, mentorship, and operational oversight that ensure effective policing. When experienced leaders leave the profession or seek employment elsewhere, departments lose valuable knowledge that cannot be quickly replaced.
Building a strong police department requires both:
-
A pipeline of new officers who can develop into the next generation of leaders
-
Retention of experienced supervisors who guide, mentor, and train those officers
Ensuring Manchester remains competitive in recruiting and retaining police professionals is essential to maintaining a safe and well-functioning city.
“Supporting and retaining police leadership is not simply a workforce issue — it is a public safety priority.”

Why Police Supervisors Matter
Police supervisors play a critical role in ensuring that policing services are delivered effectively, professionally, and with accountability. While police officers are often the most visible members of the department, it is the supervisors—sergeants, lieutenants, and captains—who provide the leadership that guides daily operations and ensures that officers are supported in the field.
Every shift in Manchester, police supervisors are responsible for overseeing patrol operations, coordinating responses to critical incidents, and ensuring that officers follow professional standards and department policies.
Supervisors serve as the link between the officers working on the street and the department’s leadership. They provide mentorship, training, and real-time decision-making during complex situations. When major incidents occur—such as violent crimes, emergencies, or large-scale public safety events—supervisors are responsible for directing the response and ensuring that operations are managed safely and effectively.
Experienced supervisors bring years of knowledge and leadership to these responsibilities. Their experience helps ensure that officers receive proper guidance, that incidents are managed effectively, and that the department maintains the high standards expected by the community.
Maintaining a strong corps of experienced supervisors is essential for effective policing. As Manchester continues to recruit new officers, it is equally important to retain the leaders who train, guide, and support them. Without strong supervision, it becomes significantly more difficult to maintain professional standards and deliver the level of service the community expects.
Supporting and retaining police leadership is therefore not simply a public workforce issue—it is a public safety priority.
